it is a real challenge to find bun bo hue in SF. i think yummy yummy has the best in SF in terms of broth, noodle consistency, and the freshness of the pork blood cubes.
if you are looking for bun bo hue with pork leg (on the bone w/marrow...yum), the steamed vietnamese pork sausage, as well as the noodles being a smidgen softer.....then there is pho clement in the inner richmond.
if you are willing to cross the bay into oakland, kim huong on 10th/harrison has lovely bun bo hue. the broth, noodles, etc are very good. they also don't blink an eye if you ask for more/less spicy or if you would prefer to skip the blood cubes. they do slices off the pork leg (including the fat + skin) rather than the on the bone.
